Scotland STORM (Strategies Targeting Outcomes in Reading and Math) is a year-round academic enrichment program designed to support the children of the historic Scotland community in Potomac, Maryland. Founded in 2013 by Scotland Storm Community Development Inc., the program was created in direct response to persistent educational disparities impacting this historically Black community—one of more than 40 African American settlements established in Montgomery County after emancipation.
In 2025, Scotland STORM became a program of the Potomac Community Foundation (PCF), a 501(c)(3) public charity dedicated to advancing opportunity, access, and legacy preservation for historically underserved Black communities across Montgomery County and the greater Washington, D.C. region. As its philanthropic and administrative home, PCF ensures that Scotland STORM’s impact is sustained, expanded, and aligned with best practices in youth development.
